We have an immediate opening at the Department of Employee
Trust Funds (ETF) for a Data Architect. ETF is a state agency that is
recognized as a leader in providing public employee benefit systems. This
position is responsible for providing leadership in data architecture for a
multi-year, multi-phase modernization effort. This includes a “best of breed”
implementation with different vendor solutions including enterprise content
management (ECM), health insurance, pension, and other benefits systems. The data
architecture system components may include database management systems (both
internal and external), a data hub, master data management, data marts, and a
data warehouse. This position will also contribute toward data governance and
data quality improvements.
Key Job Responsibilities
• Define ETF's current data architecture, including how data
flows between systems, how it is used by different areas of the agency, and
current challenges
• Work with key business partners, technical staff, and
vendors to understand what data will be collected by new systems and provide
recommendations on how the data will flow through systems with consideration
for a phased implementation and ETF’s desired future state
• Analyze business requirements and convert into technical
data requirements
• Collaborate with agency staff to define standards,
policies, and procedures to improve the management of information and data
throughout its lifecycle with an emphasis on improvements to data quality
• Participate in gathering requirements, planning, and
implementation of a master data management program and related data governance
improvements
• Articulate the trade-offs, benefits and risks of all
architecture and design solutions
• Develop regular progress reports for management to
communicate status on data architecture efforts
• Contribute to an overall agency data strategy
Knowledge, Skills, Abilities, & Experience
• Experience with complex technology systems implementations
which include data solutions using APIs and integrating data access layers
across systems
• Ability to shape and execute data strategy across the
organization with a focus on quality and urgency
• Experience in systems development life cycle, IT project
management approaches, and requirements, design, and test techniques
• Direct and proven working experience with data management
concepts and activities including an understanding of industry best practices
for data sourcing, master data management, data quality, metadata management
• Understanding of data and database architecture principles
and database management systems
• Experience with data issue identification, analysis, and
remediation
• Capable of translating business needs into technical
specifications
• Experience with data modeling and database design from
conceptualization to optimization
• Strong understanding of data modeling tools and standards,
ETL tools, data integration tools, advanced SQL, and data governance tools
• Experience with ETL development preferred but not required
• Experience with assisting the development of mature data
governance capabilities, including standardized data vocabularies and related
capabilities (business glossaries, data dictionaries, etc.) • Knowledge of
best-practices for data architecture principles, standards, guidelines and
concepts
• Familiarity with cloud-based data solutions using new or
emerging technologies
• Strong customer service skills which includes an in-depth
understanding of customer business processes and needs
• Demonstrated interpersonal and communication skills with
the ability to influence others and to interact with individuals at all levels
• Demonstrated ability to develop and deliver presentations
to both technical and non-technical audiences
• Communicates effectively (both written and oral) to all
staff levels and can deliver difficult/sensitive information tactfully
• Ability to lead effective meetings that are tailored to
the audience
• Ability to work productively with cross-functional working
groups and across organizational layers
• Ability to work both independently and collaboratively
with all project stakeholders including business users, architects, project
managers, business analysts, developers, test analysts, and production support
team
• Holistic and proactive approach towards change, process
improvement, and execution of job responsibilities
• Ability to manage multiple, sometimes competing, demands
and meet deadlines
• Self-motivated with a proven track record in leading data
architecture and delivery of enterprise data platforms
• Proven ability to coach and mentor others
• A minimum of 10 years of industry experience with IT and
information management
• A minimum 5 years as a data architect or an architect
leading complex technology solutions
• Bachelor's Degree in information technology, or equivalent
required
